Speeches were found scattered throughout the papers in individual folders, in thick folders with labels such as "Speeches, 1963-1981," and in a separate subject series. This subseries now falls into two groups. The first(1961-1984) pulls together the first two categories, which are now arranged chronologically and individually refoldered and labeled by speech title or topic, event, and date. The earliest speech is a June 1961 address to the Young Republicans National Federation in which Senator Tower reflects on his recent campaign, the role of women in his campaign, the future of the Republican Party, and conservatism. Other early speech tend to focus on communism, conservatism, the Kennedy administration, and politics. One also finds Tower's 1964 speech seconding Barry Goldwater's presidential nomination. From late 1960's to the mid-1970s, popular topics are housing and the economy; after 1976 energy and defense preparedness also become popular themes. The speeches, a number of which show editing and revision, are occasionally accompanied by drafts, invitations, schedules, or memoranda.

The second group (1963-1977), which Tower's staff referred to as the "speeches file," appears to be more general subject reference file of the Senator's remarks and speeches on various issues and events. The files, which are in two separate alphabetical series, were left in their original order. Included (in order of frequency) are press releases, Tower office publications, drafts, and transcripts of speeches, and other materials such as correspondence, television scripts, background material, schedules, telegrams, etc. The press releases and office publications for the most part duplicate those in the Master File and Office Publications subseries.
