Scope and Contents

From the Sub-Series:

The first five boxes in this subseries contain correspondence, memoranda, statements, and speeches, reports, a 1977 travel briefing book, hearings, bills, acts, amendments, press releases, telegrams, and clippings. Several legislative staff names appears throughout the files are Ron Smith, Jim Bayless, Carolyn Bacon, Win Skiles, and Gil Bray. The majority of the files deal with energy issues during the 1970s, especially as relate to oil and gas. Found here is report published in 1973 titles The Energy Outlook for the 1980s as well as a number of "Daily Reports" issued by Baker and Botts. Other legislative materials include financial and banking issues, military matters, labor concerns and almost half a box related to U.S. flag code legislation. These later files include documents related to the history of U.S. flag codes, materials concerning flag desecration legal cases, and correspondence with Lawrence Phelps Tower, the Senator's cousin and president of the United States Flag Foundation. Also included in this legislative subseries are staff/legislative summaries from 1975 which consist of memoranda and notes on current and upcoming legislation (Senate/House/JGT), clippings, committee action reports, and incoming mail. There is also material related to staff activities, Tower's schedule, special projects, events occuring in Austin, Dallas, and Houston, and other matters. Material from the 1960s includes legislation on right-to-work, civil rights, and apportionment as well as a 1963 publication from the Office of the President titles Prescribing Emergency Preparedness Responsibilities of the Federal Government.

The final three boxes are divided into the following subject categories: appropriations, communications, energy, finance, foreign issues, judiciary, and transportation. Materials found here include correspondence, memoranda, briefs, copies of bills/amendments, statements, speeches, clippings, telegrams, articles, committee reports, press/news releases, and committee hearings. The subseries reflects the work of several legislative aides, including Pam Turner, Gary L. Lieber, Thomas G. Loeffler, Tommy Brooks, and Joe Winklemann. Two of the larger files concern the Consumer Protection Agency Act (S.707) and the Proposed Omnibus Increase in U.S. District Judgeships (S.597).
